GUANGZHOU, November 24, 2025 — The "2025 Guangdong-Hong Kong-Macao Greater Bay Area Academic Seminar" took place on November 23 at the Shipai Campus of Jinan University. The event was hosted by the Guangdong Federation of Social Science Circles and co-organized by the Guangdong-Hong Kong-Macao Greater Bay Area Think Tank Federation and the Institute of One Country, Two Systems and Basic Law of Jinan University.
As a parallel session under the broader theme "Social Governance Efficacy and Regional Collaborative Governance in the Guangdong-Hong Kong-Macao Greater Bay Area," this seminar focused specifically on "Strengthening Rule Connectivity and Institutional Alignment to Promote Social Governance Modernization in the Greater Bay Area." It aimed to establish a professional dialogue platform and foster academic consensus among the three regions.

Qian Yonghong, First-Level Inspector of the Guangdong Federation of Social Science Circles, and Zhang Xiaoxin, Member of the Standing Committee of the University Party Committee and Vice President of Jinan University, attended and addressed the opening ceremony. Also present were Fan Kesheng, Director of the Guangdong Liaison Department of the Liaison Office of the Central People's Government in the Hong Kong SAR, and Huang Zhihu, Deputy Director of the Research Office of the Liaison Office of the Central People's Government in the Macao SAR.
During the keynote session, experts and scholars from Guangdong, Hong Kong, and Macao shared insights on the macro-development strategy, institutional innovation, and governance modernization practices within the Greater Bay Area. The seminar featured three sub-forums comprising six parallel panels, where dozens of scholars conducted in-depth discussions on topics including "Modernization of Rule of Law Construction in the Greater Bay Area," "Innovative Practices in Social Governance," and "AI and Social Governance Modernization."
Within the framework of the seminar, Sun Yu, Secretary of the Party Committee of Jinan University, Dean of the Institute of One Country, Two Systems and Basic Law, and President of the Guangdong-Hong Kong-Macao Greater Bay Area Think Tank Federation, presided over a council meeting of the Federation and presented a work report.
Attendees included representatives from the Research Department and Guangdong Liaison Department of the Liaison Office of the Central People's Government in the Hong Kong SAR; the Research Office of the Liaison Office of the Central People's Government in the Macao SAR; the Hong Kong and Macao Affairs Office of the Guangdong Provincial Party Committee; the Social Work Department of the Guangdong Provincial Party Committee; the Guangdong Provincial Social Organization Administration; the Guangdong Law Society; as well as council members and representatives of the Guangdong-Hong Kong-Macao Greater Bay Area Think Tank Federation. Over a hundred scholars from universities and research institutions within and outside Guangdong Province participated, including Beijing Normal University, Beijing Institute of Technology, East China University of Political Science and Law, The Chinese University of Hong Kong, The Hong Kong University of Science and Technology, The Education University of Hong Kong, and City University of Macau.
The seminar provided a valuable platform for academic exchange among scholars from Guangdong, Hong Kong, and Macao. Participants discussed pathways to enhance the alignment of rules and mechanisms and to advance social governance modernization in the Greater Bay Area. The insights and suggestions generated are expected to serve as a useful reference for future policy development and practical exploration, contributing to the further development of the Guangdong-Hong Kong-Macao Greater Bay Area.
