Sea of Voices, based on JNU's characteristics and discipline advantages, takes the creation and dissemination of digital audio products as an innovative means of media governance and social service. It recruits and organizes young volunteers, especially those from Hong Kong, Macao and Taiwan and overseas Chinese, to participate in research, volunteer service and the production of the audio of China's story. Its motto is Youth Expresses Mainstream Voices and gathers the spiritual strength of youth in the Guangdong-Hong Kong-Macao Greater Bay Area to gain a sense of identity and unity.

The volunteer service team from the “Sea of Voices” project has established partnerships with more than 40 media, including China Central Radio and Television Station, Xuexi Qiangguo APP, Yunting FM, Yueting FM, Huacheng FM, Huaren Toutiao APP (overseas version) and, from Hong Kong, Nowbook APP and Bastille Post. The team completed more than 10,000 audio works in 38 series of projects telling the stories of Guangzhou, the Greater Bay Area, and China, with cumulative streams of more than 1.34 billion. Twelve team members have been among the Top 10 Outstanding Hong Kong Young Men in the Greater Bay Area, Top 10 Outstanding Young Netizens in the Greater Bay Area, Top 10 Outstanding Netizens in Southern Guangdong and Outstanding Netizens in Guangzhou.
