The 14th Five-Year Plan the Communist Party of China, formulated for 2021 to 2025, marks the beginning of the new journey of building a modern socialist country in all respects. In this period, the reform of higher education is to be further advanced, and the comprehensive development of higher education is to be promoted. As a member of the double first-class initiative and a high-level university, Jinan University should seize the historical opportunity the plan presents to formulate new strategies for development. To meet this goal, we must act on these five principles:

1. Follow the guidance of the 14th Five-Year Plan and maintain political integrity.

2. Apply the philosophy of efficient coordination and improve governance.

3. Adopt a science-based and people-centered approach to making decisions.

4. Give full play to JNU’s characteristics and create new competitive strengths.

5. Continue to deepen reform and encourage innovation.
