China initiated the Recruitment Program of Global Experts at the end of 2008 to bring home top Chinese talents who have studied abroad over the next five to ten years. The program called for strategic scientists or leading talents to make breakthroughs in key technologies or enhance China's high-tech industries and emerging disciplines. The program relies on National Key Innovation Projects; National Key Disciplines and National Key Laboratories; state-owned enterprises, commercial and financial institutions; and various industrial parks, mainly high-tech development zones.
