China Dream, China Blue: The Academic Roundtable Conference for Developing an Eco-City was hosted by JNU on March 10. Scholars discussed how to promote green economic development and eco-city construction, according to www.cssn.cn (reported by Li Yongjie).
Making a good plan is the first step in ecological protection. Bao Cunkuan, a professor in the Environmental Sciences and Engineering Department of Fudan University, proposed that “translation” was vital when drawing up the plan. Translation” means applying environics (environmental science), ecology, ekistics (the science of human settlements) and other relative sciences to ecological protection practices. There should be easy access to these sciences, which could push forward the implementation of the plan, Bao said.
Multi-pronged measures are needed for environmental governance, in which market-based means is indispensable, said JNU Vice President Song Xianzhong. Environmental protection authorities shall promote and cooperate with relevant state departments to formulate economic policy and market regulatory policy so as to curb the production and use of “double high” products -- “high pollution and high environmental risks,” he explained.
Chen Xi, associate professor of law at Guangdong University of Foreign Studies, promoted the combination of the low-carbon city and green finance. He explained that green finance refers to economic activities to improve the environment, respond to climate changes and save resources. The supporting financial services include investment and financing, project operation and risk management in environmental protection, energy-saving, clean energy, green architecture and green transport.
The conference was co-sponsored by the Social Science Association of Guangzhou and Jinan University. It was organized by the Public Opinion and Social Management Research Base and Urban Insight under the Social Science Association.
